Google AI Overviews vs. the Local 3-Pack: What's Actually Different

The Google Maps local 3-pack and an AI Overview (or AI Mode) answer for the same local search often look like they're drawing on the same pool of businesses, and sometimes they are, but they're built by two different mechanisms with two different rulebooks. The 3-pack is a ranked list: three Business Profile listings, ordered by Google's local-ranking algorithm, which weighs proximity to the searcher, relevance to the query, and prominence (review volume, review rating, and general online presence). An AI Overview or AI Mode answer for that same query isn't a ranked list at all. A business mentioned once, in one place, is a weaker citation candidate than one confirmed by two or three independent sources saying roughly the same thing.

Why the Same Business Can Win One and Lose the Other

Because the two systems pull on different signals, the same business can rank in the 3-pack and be absent from the AI Overview for the identical search, or the reverse. A business with a strong Business Profile, close to the searcher, well-reviewed, correctly categorized, has everything the 3-pack rewards, and shows up there reliably. But if its website says almost nothing specific about what makes it the right choice for that particular query, and no directory, review site, or local write-up corroborates it either, the summarization layer reading for that same search has nothing concrete to extract and cite, so it names a competitor instead, one whose website states its specialty plainly and whose claim is backed up by a couple of independent mentions elsewhere, even if that competitor's profile is thinner and doesn't make the 3-pack at all.

A competitor four miles further out, with a thinner profile that doesn't make the 3-pack at all, has a dedicated page titled exactly "24/7 Emergency Plumbing in [City]" that a local news roundup of emergency services also references. For an AI Overview answering that same search, the second plumber is the easier, more corroborated citation, regardless of who Google Maps ranks first.

Two Separate Games, Not One

The practical read is that these are two separate optimization problems that happen to surface on the same results page for the same search. Winning the 3-pack is a Google Business Profile and review-management discipline: proximity you mostly can't change, but relevance (category, services list, profile completeness) and prominence (review volume and recency) you can. Winning an AI Overview or AI Mode citation is a content and corroboration discipline: does your website state, in plain, extractable language, the specific answer to the specific question a local searcher is asking, and does at least one other credible source on the web say something similar about you. Neither discipline substitutes for the other, and a business optimizing for only one of them is covering half the visible answer on that results page, not the whole thing. Nothing here is a promise that fixing either one moves you to a specific position; both systems change without notice, and the honest goal is eligibility and evidence, not a guaranteed slot.

There's no way to know which of the two you're winning from search-volume tools or ranking-position guesses alone. Both have to be checked directly, for real queries, because that's the only place either one actually shows up. Pull up a handful of your own local buying-intent searches and check two things separately: does your business appear in the 3-pack, and, for the identical query, does an AI Overview or AI Mode answer appear, and if it does, does it name you or a competitor, and from what source.
